What happened was that during the shooting of the film, it was found necessary for the timing to insert some more dialogue and this speech was put in by Orson Welles.
In 1993 Welles was quoted as saying: "When the picture came out, the Swiss very nicely pointed out to me that they've never made any cuckoo clocks - they all come from the Schwarzwald (The Black Forest) in Bavaria!"
