Chelsea maintain the transgression was historical and nothing to do with the present owners who drew the authorities attention to it when they discovered it. However, that might not save them and the current owners might have some problems of their own given the money they've spent since taking over the club.
As for Citeh, they strongly deny any wrong-doing and will mount a robust defence against any charges. They can certainly afford the best lawyers but, if it all goes pear-shaped, both teams face the very real threat of relegation as part of their punishment. That would certainly shake up the Championship with a vengeance!!
